The Diplomatic Academy of Viet Nam and the Stockholm International Peace Research Institute (SIPRI) signed online a Memorandum of Understanding for cooperation.

On the afternoon of January 11, 2024, The Diplomatic Academy of Viet Nam and the Stockholm International Peace Research Institute signed online a Memorandum of Understanding for cooperation. This was signed on the occasion of the 55th anniversary of the establishment of diplomatic relations between Viet Nam and Sweden (January 11, 1969 - January 11, 2024).

On the side of the Diplomatic Academy of Viet Nam, Dr. Pham Lan Dung – Acting President of the DAV chaired the signing ceremony with the participation of Dr. Do Thanh Hai - South China Sea Institute, Ms. Nguyen Thanh Xuan - Institute for Foreign Policy and Strategic Studies, Ms. Nguyen Minh Thu - Department of Education and Training, Mr. Nguyen Tien Cuong - Foreign Service Training Center, Mr. Pham Minh Hoang - External Relations Division. On the side of SIPRI, Mr. Dan Smith - Director of SIPRI chaired the signing ceremony with the participation of Ms. Sepideh Soltaninia, International Cooperation Department, Ms. Priscilla Frimpong Boateng, International Cooperation Department. Also attending were H.E. Tran Van Tuan, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to Sweden, Ms. Do Huyen Trang, First Secretary, Embassy of Viet Nam to Sweden.

SIPRI is an independent international institute dedicated to research into conflict, armaments, arms control and disarmament. Established in 1966 on the basis of a decision by the Swedish Parliament and receives a substantial part of its funding in the form of an annual grant from the Swedish Government, SIPRI’s mission is to undertake research and activities on security, conflict and peace; provide policy analysis and recommendations; facilitate dialogue and build capacities; promote transparency and accountability; and deliver authoritative information to global audiences. Based in Stockholm, SIPRI is regularly ranked among the most respected think tanks worldwide.

The DAV and the SIPRI will endeavor to work on issues that fall within the following topic areas: Major power relations, Regional power dynamics, Law of the Sea, especially situations in the South China Sea, Women, Peace and security, Cyber security, Water security, Environment of Peace.

Related to these topics, in the upcoming times, the two parties will coordinate to implement the following activities: Propose ideas for joint activities on areas of common interest of both parties concerning the topics covered in this MOU; Organize at least one joint activity (online or in-person) per year, aligned to the academic calendar and travel schedules of both partners; Agree on topics, content, and format of events; suggest relevant participants to the other party; Endavour to have SIPRI experts to conduct lectures for DAV students in Viet Nam or virtually; Explore the recommendations and findings of SIPRI’s Environment of Peace report./.
