On September 10th 2020, Diplomatic Strategy Institute - Diplomatic Academy of Viet Nam and Konrad-Adenauer Foundation (KAS) jointly held a 15th China Talk on the topic “Understanding China’s role in contemporary Southeast Asia”. The speaker was Senior Expert Murray Hiebert, Center for Strategic and International Studies (CSIS), USA. 

The contents of the talk mentioned emerging issues in Southeast Asia in which China plays a central role, including: (i) Belt and road; (ii) Chinese hard power, soft power and sharp power; (iii) Non-traditional security issues; (iv) Military diplomacy; (v) The US-China trade war; (vi) East Sea situation.

Overview of the talk

The talk attracted delegates representing Embassies in Hanoi, agencies of the Foreign Ministry and relevant ministries/agencies, Chinese scholars and some US scholars via online. During the discussion, delegates had open, straightforward arguments and comments on the policies being operated by countries in the Indo-Pacific region./.

UNDERSTANDING CHINA’S ROLE IN CONTEMPORARY SOUTH EAST ASIA

Murray Hiebert is a senior associate of the Southeast Asia Program at the Center for Strategic and International Studies (CSIS) in Washington, D.C. He earlier served as senior adviser and deputy director of the CSIS Southeast Asia Program. Prior to joining CSIS, Mr. Hiebert was senior director for Southeast Asia at the U.S. Chamber of Commerce. Earlier, he was a journalist in the China bureau of the Wall Street Journal. Prior to his posting to Beijing, he worked for the Wall Street Journal Asia and the Far Eastern Economic Review in Washington, reporting on U.S.-Asia relations. From 1995 to 1999, he was based in Kuala Lumpur for the Far Eastern Economic Review. In the early 1990s, he was based in Hanoi for the Review. He joined the Review‘s Bangkok bureau in 1986, covering developments in Vietnam, Cambodia, and Laos. Mr. Hiebert is the author of two books on Vietnam, Chasing the Tigers (Kodansha, 1996) and Vietnam Notebook (Review Publishing, 1993).

Mr. Hiebert’s latest book published in August 2020 - Under Beijing’s Shadow: Southeast Asia’s China Challenge - provides a snapshot of ten countries in Southeast Asia by exploring their diverse experiences with China and how this impacts their perceptions of Beijing’s actions and its long-term political, economic, military, and “soft power” goals in the region.
