Strategic planning is becoming increasingly vital for national, regional, and global governance in a context where inputs, outputs, and processes are undergoing significant changes. In the field of foreign policy, strategic planning is always considered a mandatory requirement as it relates to the nation's fundamental interests, such as ensuring security, promoting development, and enhancing national standing. Similar to the general requirement for strategic planning, foreign policy strategic planning needs necessary adjustments in a world filled with uncertainties, where the Fourth Industrial Revolution (Industry 4.0) is creating deep and broad impacts, and great power competition is intensifying.
