First Session of the 20th Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Foreign AffaTerm 2025 - 2030

On the morning of 28 November 2025, at the Headquarters of the Ministry of Foreign Affairs, No. 2 Le Quang Dao Street, the Opening Ceremony of the 20th Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Foreign Affairs, term 2025 - 2030, was held. The Congress aimed to review the achievements of the Youth Union of the Ministry of Foreign Affairs during the previous term and to identify key orientations and tasks for the 2025 - 2030 tenure.

Attending the Congress, on behalf of the Government Youth Union, was Comrade Bui Dinh Hieu - Member of the Executive Committee of the Government Youth Union. Representing the Youth Union of the Ministry of Foreign Affairs and its subordinate Youth Branches were Comrade Nguyen Dong Anh - Member of the Executive Committee of the Government Youth Union, Secretary of the Executive Committee of the Youth Union of the Ministry of Foreign Affairs, Deputy Head of the Faculty of Communication and External Culture of the Diplomatic Academy of Vietnam, and Comrade Ngo Ba Hoang Hai - Standing Deputy Secretary of the Youth Union of the Ministry of Foreign Affairs, Officer of the Party Committee - Mass Organizations Office, along with more than 200 delegates, representing 7,500 Youth Union members from over 100 grassroots Youth Branches.

Delivering the opening remarks, Comrade Nguyen Dong Anh affirmed that the Congress is a political forum gathering courageous and intellectual Youth Union members, marking an important milestone underscoring the position and potential for prosperous development of the diplomatic sector. Reviewing the past term, the Secretary of the Youth Union of the Ministry of Foreign Affairs highlighted the significant results achieved, expressing profound gratitude for the leadership of the Party Committee of the Ministry of Foreign Affairs, the Standing Board of the Government Youth Union, and the enthusiastic and responsible participation of all subordinate Youth Branches and Youth Union members of the diplomatic service. On this basis, he, on behalf of the Executive Committee of the Youth Union of the Ministry of Foreign Affairs, presented the Draft Proposal for the Executive Committee of the Youth Union of the Ministry of Foreign Affairs, 20th term (2025 - 2030), aiming to enhance the role of Youth Union work and youth movements under the leadership of the Party, towards the 1st Congress of the Government Youth Union, term 2025 - 2030.

After approving the Presidium, Secretariat, and the Credentials Verification Committee, the Congress adopted the program and working regulations. Comrade Ngo Ba Hoang Hai delivered an overview of the Political Report of the Executive Committee of the Ho Chi Minh Communist Youth Union of the Ministry of Foreign Affairs, 19th term. The report summarized important achievements in political education, volunteer movements, innovation encouragement, expansion of international youth work, digital transformation, administrative reform, and strengthening organizational capacity. These milestones form the basis for affirming the credibility and feasibility of future goals for the 2025 - 2030 term: building a generation of diplomatic youth who are courageous, knowledgeable, proficient in foreign languages and digital skills, and capable of innovating activities to meet the demands of Youth Union work in the new era - the era of national advancement.

During the Congress, the Presidium facilitated discussions and compiled contributions to the draft documents of the higher-level Congress. Representing the Executive Committee of the Youth Union of the Ministry of Foreign Affairs, Comrade Pham Vu Dat - Member of the Standing Board of the Ministry of Foreign Affairs identified strengths and limitations in the drafting process and proposed reform measures aligned with current practices. Specifically, the draft documents should be restructured around the five pillars of Vietnamese diplomacy, with additional presentation formats incorporating digital transformation trends.

Delegates cast ballots to elect the Executive Committee for the 20th term

Concluding the discussion session, the Congress elected 25 members of the Executive Committee of the Youth Union of the Ministry of Foreign Affairs and selected 8 Youth Union members to represent the Youth Union of the Ministry of Foreign Affairs at the 1st Congress of the Government Youth Union, term 2025 - 2030. These individuals represent the exemplary and pioneering youth of Vietnam’s diplomatic service, capable of mobilizing Youth Union members to successfully accomplish the missions of the Youth Union of the Ministry of Foreign Affairs and the Government Youth Union in the upcoming term. In the new tenure, the Youth Union of the Ministry of Foreign Affairs will continue to uphold the spirit of solidarity, creativity, and effectiveness, thereby fulfilling its proposed orientations and contributing positively to the Ministry’s overall mission through practical and in-depth activities.
