GCMS came into operation in 2018 with members of research institutes from member countries of the MLC cooperation mechanism, including China Institute for International Studies (CIIS), Myanmar Institute of Strategic and International Studies, Laos Diplomatic Academy, Cambodia Institute for Cooperation and Peace (CICP), Thailand Institute of International Relations and the Diplomatic Academy of Vietnam.

The Global Center for Mekong Studies was established to promote academic exchange on issues in the Mekong sub-region. On that basis, the GCMS provides analysis and policy recommendations in support for the Mekong - Lancang cooperation mechanism implementation.

The Diplomatic Academy of Vietnam’s Institute for Strategic Studies has actively participated in the activities of the Global Center for Mekong Studies, thus actively contributing to the implementation of the Mekong - Lancang cooperation mechanism and sub-regional cooperation.
