“Marine Security” Talk within ASEAN - EU Young Researchers Dialogue Project

Within the framework of ASEAN - EU Young Researchers Dialogue Project for 2021-2022 established on October 2nd 2021 by the Diplomatic Academy of Vietnam (DAV), Konrad Adenauer Stiftung (KAS) and the Asian Vision Institute of Cambodia (AVI), the DAV held a "Marine Security" seminar for groups of security researchers.

The keynote speaker, Dr. Do Thanh Hai, a counselor at the Embassy of Vietnam to India, had  a presentation on Maritime Security in Southeast Asia. Dr. Hai emphasized the nature of maritime security, its importance in the region as well as pointing out major movements and regional countries' reactions. He also proposed several measures to address these problems. Dr. Hai emphasized the significance of cooperation mechanisms which play as a “bridge builder” for trust-building among the parties and to promote coordination in response to maritime security challenges. 

During the talk, Dr. Eric Frécon from the French Military School’s Strategic Research Institute (IRSEM) also participated with his analysis on "South China Sea Disputes during Covid-19 and Indian - Pacfic Oceans". In his talk, Mr. Frécon raised some arguments about  the current positions of South China Sea in regional development due to Covid-19 pandemic and the emergence of the Indian - Pacfic Oceans. He also shared his observation about the ASEAN connectivity and centrality in the region. The two presentations attracted  great concerns from young researchers, stimulating various questions during the lively and practical discussion on marine security related issues and regional security structures towards new changes, especially the Security Agreement among Australia, the UK and the US (AUKUS) on September 16th 2021.

On 7/7/2021, the DAV held the first discussion on "Water Security". The 2021-2022 ASEAN - EU Young Researchers Dialogue Project was established to build a network of young experts aged under 35 from ASEAN and the European Union as well as raising awareness among the young researchers on the EU's policies and commitments to ASEAN in security, connectivity and sustainable development. The young research members are expected to conduct reports and publish joint research results./.
