


In attendance were representatives of the Executive Committee of the Government Youth Union, including Mr. Vu Huy Hoang, Deputy Secretary, and Mr. Bui Dinh Hieu, Member of the Executive Committee. Representing the Ministry’s leadership were Ms. Le Thi Thu Hang, Member of the Standing Committee of the Party Committee and Deputy Minister of Foreign Affairs; Mr. Nguyen Xuan Anh, Member of the Standing Committee of the Party Committee and Chief of Office of the Party Committee-Mass Affairs; Mr. Pham Chien Thang, Member of the Party Committee and Deputy Chief of Office of the Party Committee; Ms. Nguyen Quynh Trang, Member of the Party Committee and Permanent Deputy Chairwoman of the Inspection Commission; and Mr. Luong Hong Phuc, Deputy Head of the Propaganda and Mass Mobilization Board of the Party Committee.
From the Youth Union of the Ministry of Foreign Affairs, participants included Mr. Nguyen Dong Anh, Member of the Executive Committee of the Government Youth Union, Secretary of the Youth Union of the Ministry of Foreign Affairs, and Deputy Head of the Faculty of Communication and External Culture of the Diplomatic Academy of Vietnam; and Mr. Ngo Ba Hoang Hai, Standing Deputy Secretary of the Ministry’s Youth Union.
Also present were representatives of various central-level youth unions, former Secretaries of the Ministry’s Youth Union, and leaders from the Party’s Central External Relations Commission. Particularly notable was the participation of 200 official delegates, outstanding Youth Union officers and members representing more than 7,500 young members across the Ministry.

In celebration of the Congress, the Performing Arts Team of the Diplomatic Academy of Vietnam’s Youth Union presented a cultural performance titled “Diplomatic Youth: Pride - Aspiration - Innovation.” In line with the Vietnamese tradition of mutual support and solidarity, the Congress also observed a minute of remembrance for victims of recent natural disasters in Central Viet Nam and launched a fundraising campaign to support affected communities.


Delivering opening remarks for the plenary session, Mr. Nguyen Dong Anh presented the outcomes of the first session, reaffirming that the Congress had thoroughly adhered to the instructions of the Central Youth Union and the Party Committee of the Ministry, ensuring the successful implementation of all agenda items. He emphasized that the Congress had comprehensively reviewed achievements, identified shortcomings, and drawn important lessons, while engaging in constructive discussions toward contributing to the draft documents of the 13th National Congress of the Youth Union.

Delegates proceeded to review the Report on Youth Union Work and the Youth Movement for the 2020 - 2025 term, and set out the key tasks for the 2025 - 2030 period. The previous term concluded with remarkable achievements under the leadership of the Ministry’s Party Committee and the guidance of the Youth Union of the Central Agencies Bloc. Diplomatic youth continued to demonstrate solidarity, creativity, and pioneering spirit, making significant contributions to the country’s foreign affairs.
Key areas of focus included political and ideological education, fostering global mindsets and aspirations for dedication among young diplomats; promoting digital transformation; contributing to policy formulation and administrative reform; and strengthening international youth exchanges, affirming the political autonomy and global integration capacity of the Ministry’s young officers.
Several presentations were delivered, reflecting strategic thinking and strong political commitment. Representing the next generation of diplomatic officers, Mr. Nguyen Quoc Viet, Deputy Secretary of the Youth Union of the Department of Middle East-Africa, proposed elevating international integration from a supportive task to a core guiding mission. Ms. Cao Hoang Lan of the Department of Cryptography and IT emphasized the need to consolidate the youth’s role in digital transformation. Meanwhile, Mr. Pham Thanh Tung, Secretary of the Youth Union of the Diplomatic Academy of Vietnam, proposed expanding the “Diplomatic Reading Corner” model, integrating communication and digital tools to promote reading culture and enhance knowledge across the Ministry.
Delivering remarks on behalf of the Government Youth Union, Mr. Vu Huy Hoang commended the innovative initiatives and outstanding results achieved by the Ministry’s Youth Union, reaffirming the youth as a reliable reserve force of the Party. He urged the diplomatic youth to be pioneers in the national aspiration for development and digital transformation-daring to think, daring to act, and daring to take responsibility-while serving as a leading force in political steadfastness and global-minded thinking.
Representing the Ministry’s Party Committee, Deputy Minister Le Thi Thu Hang praised the comprehensive achievements of the Youth Union during the past term and noted the strong practical value of the presentations delivered at the Congress. She expressed deep pride in the political competence and professional excellence of the Ministry’s youth and affirmed their important contributions to the country’s recent diplomatic successes. She also emphasized the need for creativity at all levels of the Youth Union and encouraged each member to take the lead in research activities and policy-oriented initiatives.

In his closing remarks, Mr. Nguyen Dong Anh affirmed that the Congress had adopted its Resolution with a high level of consensus, reflecting the determination of diplomatic youth to elevate Youth Union work to new heights. On behalf of the Congress, he expressed sincere gratitude for the strong support and direction of the Ministry’s Party Committee, its leadership, and the close coordination of affiliated units.

Following an active, focused, and democratic working agenda, the 20th Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Foreign Affairs, 2025 - 2030 term, successfully completed all planned items. The Congress’ success serves as a significant source of encouragement, reaffirming the pioneering role of diplomatic youth in the new period. With clear strategic orientations adopted and a newly elected Executive Committee, the Ministry’s youth are determined to carry forward the proud traditions of the diplomatic service - strengthening unity, upholding responsibility, and striving for excellence in learning, research, creativity, and professional capacity building. This will serve as a solid foundation for young diplomats to contribute to a strong, modern, and globally integrated Ministry of Foreign Affairs, meeting the expectations of the Party, the State, and the people.
