

On January 23, 2024, the Diplomatic Academy of Vietnam held the 2023 Conference of Officials, Public Employees, and Staff.
The Conference was attended by Mr. Nguyen Dac Thanh, Permanent Deputy Secretary of the Party Committee of the Ministry of Foreign Affairs and Deputy Commander of the Ministry’s Military Command; and Mr. Dinh Quang Hung, Chief of Office of the Ministry’s Trade Union. Representing the Diplomatic Academy of Vietnam were Dr. Pham Lan Dung, Secretary of the Party Committee, Acting Chair of the Academy Council, and Acting Director of the Diplomatic Academy; Dr. Nguyen Thi Thin, Deputy Director of the Academy; and Ms. Do Tu Hien, Chairwoman of the Academy’s Trade Union. The Secretariat included Ms. Le Nhu Mai from the Institute for Strategic Studies and Ms. Nguyen Thi Minh Hien from the Faculty of International Economics, along with leaders of the Academy’s units, as well as its officials, public employees and staff.
At the opening of the Conference, representing the Academy’s leadership, Dr. Nguyen Thi Thin delivered the 2023 Annual Report and the 2024 orientations of the Diplomatic Academy of Vietnam. In 2023, the Academy successfully fulfilled its assigned tasks, continuously innovating and strengthening its efforts in training, capacity-building, research, and external relations. To sustain and further promote these achievements, and guided by the principle of the ‘4Cs’—‘Mindset Transformation, Professionalism, Sharing, and Digital Transformation’—the Academy will implement a Key Performance Indicator (KPI) system to enhance work effectiveness.
On behalf of the Executive Committee of the Academy’s Trade Union, Ms. Do Tu Hien, Chairwoman of the Trade Union, presented the 2023 Trade Union Report and the 2024 orientations. Over the past year, the Academy’s Trade Union successfully organized its Congress, while actively improving staff welfare through training programs on legal knowledge and a series of cultural, sports, and inter-union exchange events on major occasions, thereby safeguarding the legitimate rights and interests of the Academy’s staff.
In the discussion session, Mr. Duong Thanh Binh, Acting Deputy Chief of Office, reported on personnel affairs and emphasized that the key priority is to strengthen internal unity and focus on staff training to standardize qualifications and meet sectoral requirements. Chief Accountant Hoang Hai Hoa reported on the Academy’s 2023 revenues and expenditures and stressed the continued commitment to scientific and efficient financial management to improve staff income. Ms. Le Thi Ngoc Han, Head of the People’s Inspection Committee, affirmed that the Committee consistently oversees transparency and accountability across the Academy’s operations, with particular attention to anti-corruption efforts and to collecting staff recommendations for timely resolution.
Delivering her directives, Dr. Pham Lan Dung, Acting Chair of the Academy Council and Acting Director of the Diplomatic Academy of Vietnam, commended the Academy’s achievements and highly appreciated its timely research and forecasting capacity amid the current context of integration and development. She also emphasized several key tasks and challenges for the upcoming period, including training, enrollment, recruitment, and the development and implementation of a KPI system for staff. Nonetheless, she expressed confidence that, with collective unity and determination, the Academy will overcome challenges and achieve new breakthroughs.
All delegates unanimously approved the Resolution presented by Ms. Nguyen Thi Minh Phuong, Member of the Academy Trade Union Executive Committee, affirming strong consensus on the Academy’s 2024 directions, objectives, and tasks.
On this occasion, Mr. Nguyen Dac Thanh, Permanent Deputy Secretary of the Party Committee of the Ministry of Foreign Affairs and Deputy Commander of the Ministry’s Military Command, presented the Certificate of Merit from the Minister of National Defence to the Diplomatic Academy of Vietnam for its outstanding achievements in national defence work in 2023. Additionally, 36 individuals with exceptional contributions in 2023 received commendations for their dedication to the Academy.
The Conference concluded successfully. Entering 2024, the staff of the Diplomatic Academy of Vietnam remain committed to accomplishing assigned tasks and striving toward new and significant achievements.
