Regulations on Community Activities of DAV Full-time Students 2024

Chapter I

ABOUT THE REGULATIONS

Article 1. Scope of application

1. This regulation applies to all students enrolled in the formal training programs at the Diplomatic Academy of Vietnam (DAV). 
2. Community activities may be organized by units within the Academy or external organizations.

Article 2. Purposes

1. Foster a spirit of dedication among students for the common good of society, encourage students to utilize their abilities to contribute to overall development, and become beneficial citizens.
2. Create opportunities for students to apply theoretical knowledge and practical skills through real-world activities, helping them develop essential soft skills, enhance creativity, and contribute to creating future career opportunities for students.
3. Serve as a basis for evaluating the attitudes, abilities, levels, and skills of students in implementing practical activities, thereby providing reference for assessing the outcomes of courses and adjusting the training programs accordingly.

Article 3. Definition of Community Activities

1. Community activities are activities or work carried out to contribute to the common interest, directly or indirectly creating positive changes in the community, and not for profit in any form. Activities are organized by the DAV, its Ho Chi Minh Communist Youth Union (HCYU), Vietnam Union of Students (VUS), or other recognized entities within the Academy, or by Ministries, Departments, international organizations, non-governmental organizations, public organizations, or businesses outside the Academy.

Community Service is activities that DAV students participate in to help bring about values and positive impacts for the community's development. Students may participate voluntarily or be mobilized compulsorily, and they shall not be paid.

2. Activities not considered Community Activities

Activities, programs, or projects falling under the following cases shall not be considered Community Activities:

- Conducted as compulsory requirements within training programs, including carrying out projects, assignments, requirements assigned by lecturers;

-  Are of personal affairs, serving the interests of students;

- Fully paid for the participators, excluding partial allowances (compensation, subsidies to partially support expenses for the participators);

- Showing signs of violating the Party’s policies, the Government’s laws, regulations, internal regulations of the DAV, and its HCYU, and VUS;

- Causing harm to the common interest, affecting the image of the community;

- Launched, implemented by units, organizations, individuals lacking the authority as stipulated by law or regulations of the Academy or in Article 3, Clause 3.

3. Community Activities Organizing Units:

Community Activities can be organized by a unit within or outside the Academy.

a) Community Activities Organizing Units within the Academy include:

- Units within the organizational structure of the Academy according to the Decision on functions, roles, authority, and organizational structure of the DAV and other documents defining the organizational structure of the DAV issued by the Government, Ministry of Foreign Affairs, or the DAV;

- DAV Trade Union;

- DAV HCYU, including its Executive Committee, Inter-chapters, and chapters;

- DAV VUS, including its Executive Committee, Inter-chapters, chapters, clubs, teams, groups under them;

- Other temporary or regular personnel organization established by the decision of the Academy’s leaders;

b) Units outside the Academy with legal personality and operation according to the provisions of the Law.

4. Community Activity Points

Community Activity Points are the conversion rate from Community Service of students based on the conversion system of the Academy as stipulated in Appendix 1 of these Regulations.

Article 4. Community Service Obligations

1. DAV students have the obligation to use their personal abilities, knowledge, and skills acquired in the training programs at the Academy to serve the community, thus setting and disseminating positive values, contributing to the general development of the surrounding community and society as a whole, and reinforcing the educational philosophy and core values of the Academy.
2. Students must accumulate and complete a minimum of 60 Community Activity Points during their study at the Academy. Fulfilling the Community Service obligation is a mandatory graduation requirement for DAV students.
3. Cases eligible for exemption or reduction of Community Service obligations:
a) The organization of general Community Activities of the Academy or society cannot be carried out due to natural disasters, epidemics, and other force majeure reasons, lasting for a period of 3 months or more;
b) Students receiving salaries under the Government’s regulations and being sent to study by the competent authority;
c) Students suffering from serious illnesses, accidents leading to mobility limitations or serious health impacts (with a Certificate from a district-level hospital or equivalent);
d)  Students holding a foreign nationality;

e) Students facing other force majeure circumstances that prevent their participation in Community Activities. 

The specific reduction rate is determined by the DAV President for each case.

Chapter II

MANAGEMENT AND EVALUATION OF STUDENTS’ COMMUNITY SERVICE

Article 5. Evaluation Principles

1. Students’ Community Service activities will be evaluated based on the following factors:

- Number of Community Activity points: the number of Community Activity in which students participate in various roles during their study at the Academy;

- Time: students’ participation in Community Activities of different scales will be evaluated based on the time contributed to these activities;

- Level of contribution: students’ involvement and quality of contribution in different roles for each community activity will be evaluated based on the level of contribution;

- Scale and impact of Community Activities: the scale and social impact of Community Activities will not be considered as factors in evaluating students’ participation in Community Service.

2. Relativity of the converted Community Activity points

Quantifying students’ contribution in Community Activities aims to determine the minimum level of Community Service obligation that students need to fulfill. This quantification is relative due to the diversity of forms, content, and impact of the activities.

Article 6. Evaluation Basis

1. The conversion of Community Activity points will be based on the evidence of students' participation in CS activities. Valid evidence includes:

a) Community Activities organized by units within the Academy: 

- Certificates of commendation, Certificates of merit, and Certificates of recognition issued by the Academy or authorized units; 
- Certificates of commendation, Certificates of merit, and Certificates of recognition issued by the Trade Union Executive Committee, HCYU Executive Committee, VUS Executive Committee;
- Certificates of individual or group participation in Community Service activities issued by units, with their confirming signatures;
- Confirmation letters according to the template in Appendix 3 of these Regulations.

b) Community Activities organized by units outside the Academy:

- Valid Certificates regarding participation in programs issued by organizing units of the activities; 

- Certificates/Letters of Recognition of individual or group participation issued by organizing units of the activities, with the signatures and seal confirmation of unit leaders. In cases where evidence lacks seal, students need to submit additional evidence to verify the authority of the signer and the validity of the program;

- Confirmation letters according to the template in Appendix 3 of these Regulations.

c) Activity additional evidence:

In some necessary cases, students may be required to submit additional evidence to verify their participation in Community Activities: 

- Documents, images introducing the activities, demonstrating the presence of students in Community Activities; 
- Project descriptions, activity descriptions, especially their impacts on the community; 
- Contact details of the person in charge; 
- Other evidence as required.

2. Community Activity point conversion and suggestion

- The levels of converted Community Activity points are determined in Appendix 1 of these Regulations; 
- For Community Activities not mentioned in Appendix 1, the Student Affairs Office would determine the appropriate conversion points in accordance with the provisions of these Regulations and compare with equivalent activities mentioned in Appendix 1; 
- Organizing units of Community Activities suggest the points for the Community Activities they organize. The suggested points must align with the provisions of these Regulations, not exceeding the maximum level of equivalent activities mentioned in Appendix 1;
- With Community Activities not specifically determined for point levels, students compile and convert points following the guidance of the Student Affairs Office.

3. Confirmation of Community Activity points:

The Student Affairs Office is responsible for:

- Confirming Community Activity points converted by students or suggested by Community Activities organizing units; 
- Adjusting converted Community Activity points if the conversion is not in compliance with the regulations; 
- Converting Community Activity points for cases where students have not completed this task.

The Student Affairs Office compiles a list of students' CA points and submits it to the Head of the Training Department for approval.

Article 7. Evaluation Procedure

The evaluation and conversion of Community Activity points will be conducted according to the following procedure:

- Step 1: The Student Affairs Office has annual announcements about confirming Community Activity points for students;

- Step 2: Students compile their completed Community Activities and Community Activity points received for comparison based on Appendix 2 of these Regulations;

- Step 3: The Student Affairs Office conducts conversion or confirmation of Community Activity points for students. Students will be required to provide additional evidence if necessary;

- Step 4: The Student Affairs Office notifies students of the Community Activity point results. Students may file complaints within 7 days from receiving the results;

- Step 5: The Student Affairs Office compiles an official list of students’ Community Activity point results and notifies the Department of Education and Training for graduation consideration.

In cases where students request additional confirmation regarding the completion of Community Service outside the announced period, the Student Affairs Office plans for additional confirmation.

Article 8. Responsibilities of Units

1. Student Affairs Office:

- Provide guidance and clarification on the contents outlined in these Regulations;

- Conduct compilation, conversion, and storage of accumulated Community Activity point results for students;

- Supervise the assessments for Community Service obligations throughout students’ course and conduct evaluations, confirmations to serve as graduation requirements for students.

2. Responsibilities of other Academy’s units:

- Supervise or coordinate with the Department of Education and Training and other units to organize Community Activities appropriate to the abilities, knowledge, and skills of DAV students;

- Confirm students’ participation in activities, store evidence for reference when necessary.

3. DAV HCYU and VUS:

- Disseminate information about the purpose, significance, and contents of these Regulations to their chapters;

- Provide support as requested by the Student Affairs Office in verifying the conversion of Community Activity points and checking evidence.

Article 9. Responsibilities of Students

1. Students are responsible for their full and serious participation in Community Activities, and following the instructions of the organizers. Individuals with outstanding achievements in Community Activities may be considered for certificates of merit from the Management Board for their exemplary contributions to Community Activities;
2. Intentional failure to fulfill obligations regarding their punctuality, attitudes, and behaviors during participation may result in students being suspended from participating in other Community Activities at the Academy for at least 01 semester. In case of repeated offenses after the first suspension, students will be required to complete an additional 10 Community Activity points above the minimum requirement;
3. Intentional dishonesty in reporting or providing false evidence of Community Activities will result in students not being recognized for Community Activity points and being required to complete an additional 20 Community Activity points above the minimum requirement. Additionally, they will face disciplinary actions as per the Academy’s regulations.
4. If students engage in improper behaviors, violate the Academy’s Code of Conduct, and other regulations, severely impacting the organization of Community Activities, they may be suspended from participating in Community Activities for a period of at least 03 months.

Article 10. Execution

1. These Regulations shall come into effect from the date of issuance;
2. The conversion of Community Activity points for activities occurring before the effective date of these Regulations shall be applied according to the Regulation on Community Activities issued together with Decision No. 577/QĐ-HVNG dated September 12th, 2016.
