


Welcoming Ambassador Reinaldo Rafael Espinal to the DAV, Vice President Lan Anh provided an overview of the Academy’s functions, mandates, organizational structure, and major achievements over its more than 65 years of development. She emphasized that the DAV has consistently prioritized expanding international cooperation, particularly in academic exchange, research collaboration, and professional training for foreign affairs officers.
The Vice President highly appreciated the Ambassador’s role in promoting cooperation between the two countries and expressed her hope to soon materialize the commitments outlined in the Memorandum of Understanding (MoU) signed on 20 November 2024 between the two diplomatic academies, including the exchange of lecturers, experts, researchers, and students. She affirmed the DAV’s readiness to welcome delegations of experts from the Dominican Republic Diplomatic Academy to visit, work, and participate in academic activities organized by the DAV in the coming time.

For his part, Ambassador Reinaldo Rafael Espinal expressed his pleasure at visiting the DAV for the first time and conveyed his appreciation for the warm and respectful reception from the Academy’s leadership. He affirmed that effectively implementing the MoU is among the key priorities of the Embassy during his term. On this occasion, the Ambassador proposed holding an online meeting in early 2026 between the leadership of the two academies to discuss academic cooperation initiatives and develop a concrete implementation roadmap. He also expressed his appreciation and support for Assoc. Prof. Dr. Nguyen Thi Lan Anh’s candidacy for the position of Judge at the International Tribunal for the Law of the Sea (ITLOS) for the 2026–2035 term, and hoped that the DAV would continue to uphold its role as a leading center for diplomatic research and training in Viet Nam.

At the end of the meeting, Vice President Lan Anh accompanied Ambassador Espinal on a tour of the Academy and the ongoing exhibition titled “President Ho Chi Minh – A Great Teacher of Vietnamese Diplomacy.” The Ambassador expressed his admiration for the historical values showcased at the exhibition and affirmed his desire to strengthen future cooperation with the Academy. The meeting concluded in a sincere and open atmosphere, contributing to enhancing practical and effective cooperation between the two sides./.
