DAV hosts International Conference on Global Diplomacy in a Changing World

The Diplomatic Academy of Viet Nam (DAV) hosted an international conference on “Global Diplomacy in a Changing World” on December 12, 2024. The event was part of the Ministry of Foreign Affairs' key science and technology program "Building Comprehensive and Modern Diplomacy in the New Era."

The conference explored emerging diplomatic trends and international experiences in diplomatic modernization, seeking insights for Vietnam's development of comprehensive and modern diplomacy in this new era of national advancement. Deputy Foreign Minister Pham Thanh Binh attended and delivered the opening remarks.

The conference drew over 100 participants, including Dr. Nguyen Hung Son, Acting President of DAV, and Ambassador Trinh Minh Manh, Acting Director of the Institute for Foreign Policy and Strategic Studies. Attendees included ambassadors, chargé d'affaires, representatives from international organizations, ministry officials, and experts from various research institutions. Notably, 11 ambassadors and deputy ambassadors representing major diplomatic schools of thought worldwide delivered keynote presentations.

In his opening remarks, Deputy Minister Pham Thanh Binh highlighted the rapid and profound changes in global and regional relations. He emphasized how new trends, particularly the information technology revolution, are reshaping both social life and interstate relations. The concept of diplomacy continues to evolve, expanding in scope, tasks, implementation forms, and tools, requiring diplomats to constantly reinvent themselves.

The first session explored emerging trends and the evolution of diplomatic rules, norms, tools, and institutions. Speakers emphasized how social media, technological advancement, and global issues demand innovative diplomatic approaches. In an era of misinformation due to technology and AI, diplomats must evolve from messengers to authentic communicators, guiding accurate information and building public trust.

The second session focused on the formation of a modern diplomat. Speakers highlighted the importance of adaptability, technological proficiency, and multidisciplinary knowledge in addressing global challenges. Today's diplomats must blend modern and traditional qualities, mastering new tools like Artificial Intelligence (AI) and social media while maintaining core diplomatic values such as empathy, human connection, and cultural respect.

After three hours of dynamic discussion, participants agreed that while a universal definition of "comprehensive and modern diplomacy" may be elusive, nations can develop their own ideal models through knowledge sharing and mutual learning, tailored to their specific conditions and national interests.
