Mặc dù trên thế giới và Việt Nam đã có nhiều công trình khoa học liên quan đến quan hệ quốc phòng Việt Nam – Hoa Kỳ, chưa có công trình nào tìm hiểu sâu về những nhân tố chủ yếu chi phối mối quan hệ này. Ở Việt Nam, Luận án có thể được coi là công trình nghiên cứu mang tính hệ thống đầu tiên về vấn đề này.

Luận án đã xem xét những lý luận phổ biến về các nhân tố chi phối quan hệ quốc tế về quốc phòng qua khảo sát Chủ nghĩa hiện thực, quan điểm của Việt Nam và Hoa Kỳ về hợp tác quốc phòng. Luận án cho rằng những nhân tố chính chi phối hợp tác quốc phòng Việt Nam – Hoa Kỳ có thể bao gồm sự thay đổi của môi trường quốc tế, khu vực, quan hệ giữa hai nước và những điều chỉnh chính sách quốc phòng của mỗi bên.

Luận án đã khảo sát thực tiễn quan hệ quốc phòng Việt Nam – Hoa Kỳ trong giai đoạn 1995 – 2015 để tìm ra những nhân tố chủ yếu chi phối mối quan hệ này. Kết quả chính trong nghiên cứu cho thấy trong giai đoạn này, quan hệ quốc phòng Việt Nam – Hoa Kỳ có tiến triển vừa mức và tạo cơ sở nền tảng quan trọng cho giai đoạn sau, song chưa phù hợp với khuôn khổ Quan hệ Toàn diện giữa hai nước do cả hai bên vẫn còn thận trọng trong hợp tác quốc phòng.

Luận án đã khảo sát một số dự báo phổ biến trong và ngoài nước về tình hình quốc tế, khu vực và quan hệ Việt Nam – Hoa Kỳ cũng như hướng điều chỉnh chính sách quốc phòng của mỗi bên và cho rằng 2016 – 2020 là giai đoạn có nhiều điểm thuận để hai nước tăng cường hợp tác quốc phòng. Luận án cũng đưa ra một số kiến nghị để tiếp tục thúc đẩy hợp tác quốc phòng Việt Nam – Hoa Kỳ trong thời gian tới nhằm phục vụ các mục tiêu xây dựng và bảo vệ Tổ quốc.

Luận án có thể được sử dụng để làm luận cứ khoa học trong hoạch định chính sách đối ngoại, đặc biệt là trong lĩnh vực quan hệ quốc phòng Việt Nam – Hoa Kỳ. Đồng thời, Luận án có thể được sử dụng làm tài liệu nghiên cứu và giảng dạy trong lĩnh vực quan hệ quốc tế về quốc phòng và trong nghiên cứu quan hệ Việt Nam – Hoa Kỳ.

FINDINGS OF THE DISSERTATION

Although the World and Vietnam have many scientific projects related to the defense ties between Vietnam and the United States, no project works depth of understanding the key factors governing this relationship. In Vietnam, the dissertation can be considered the first systematic work in this regard.

The dissertation examined the common reasoning of the dominant elements on international defense cooperation through surveying Realism, the views of Vietnam and the United States on defense cooperation. The dissertation found that the main factors governing defense cooperation between Vietnam and the United States could include changes in the international environment, regional, bilateral relations and the adjustment of the defense policy of each party.

The dissertation examined the practical defense ties between Vietnam and the United States in the period 1995 to 2015 to find out the key factors governing this relationship. The main results of the study showed that during this period, the defense relationship between the two countries has progressed reasonably and created a significant foundation for the next phase, but is not consistent with the framework of the Comprehensive Partnership between the two countries because both sides remain cautious in defense cooperation.

The dissertation examined some common forecasts in the World and Vietnam on international, regional and Vietnam – U.S. relations, as well as the adjustable defense policy of each party and found out that 2016 to 2020 will be a period with a lot of favorable conditions for the two countries to strengthen the defense cooperation. The dissertation also gives some recommendations to further promote defense cooperation between Vietnam and the United States in the future to serve the objective of building and defending the Fatherland.

The dissertation can be used to make scientific arguments in foreign policy, especially in the field of defense cooperation between Vietnam and the U.S. At the same time, the dissertation can be used as material for researching and teaching in the field of international relations on defense and in Vietnam – U.S. studies.
