TÓM TẮT NHỮNG ĐÓNG GÓP CHÍNH CỦA LUẬN ÁN

Mặc dù trên thế giới và Việt Nam đã có nhiều công trình khoa học quan tâm đến ngoại giao văn hóa, tuy nhiên nghiên cứu trực tiếp về ngoại giao văn hóa trong quan hệ quốc tế đương đại chưa thực sự phong phú. Luận án góp phần hệ thống hóa và đưa ra một cái nhìn tổng quan từ góc độ của Việt Nam về vấn đề này.

Luận án cung cấp một cách hệ thống cơ sở lý luận về ngoại giao văn hóa như: quyền lực mềm, văn hóa, giao lưu và tiếp biến văn hóa, văn hóa đối ngoại, ngoại giao văn hóa; quan điểm của Đảng và tư tưởng Hồ Chí Minh về ngoại giao văn hóa.

Luận án phân tích những yếu tố cơ bản tác động đến ngoại giao văn hóa, làm rõ những đặc điểm, vai trò và dự báo xu hướng phát triển của ngoại giao văn hóa trong quan hệ quốc tế đương đại; nghiên cứu, phân tích chính sách và thực tiễn hoạt động ngoại giao văn hóa của của một số quốc gia từ sau Chiến tranh Lạnh như Pháp, Mỹ, Trung Quốc, Hàn Quốc.

Luận án phân tích quá trình hình thành, đánh giá những thành tựu và hạn chế của ngoại giao văn hóa Việt Nam từ sau Chiến tranh Lạnh, đặc biệt kể từ khi được chính thức nhìn nhận là một trong ba trụ cột của nền ngoại giao hiện đại Việt Nam tại Hội nghị ngành Ngoại giao lần thứ 25 vào năm 2006 đến nay. Đồng thời luận án đưa ra một số kiến nghị nhằm đẩy mạnh và nâng cao ngoại giao văn hóa Việt Nam thời gian tới.

Luận án có thể dùng làm tài liệu tham khảo trong giảng dạy và nghiên cứu về ngoại giao văn hóa. Ở một mức độ nhất định, kết quả nghiên cứu của luận án có thể sử dụng làm tài liệu tham khảo cho các nhà hoạch định, thực thi chiến lược, chính sách về ngoại giao văn hóa nhằm nâng cao hiệu quả công tác ngoại giao văn hóa của Việt Nam trong tương lai./.

FINDINGS OF THE DISSERTATION

A number of existing literatures in the world and Viet Nam have paid attention to cultural diplomacy, however, the dissertation finds out that not many have directly focused on cultural diplomacy in the contemporary international relations. The dissertation contributes to systematize and gives an overview from the perspective of Vietnam on this issue.

The dissertation provides systematically some basics theories on cultural diplomacy such as soft power, culture, culture exchange and acculturation, external cultural relations, cultural diplomacy; the views of the Party and Ho Chi Minh’s thought on cultural diplomacy.

The dissertation analyzes the fundamental factors affecting cultural diplomacy in contemporary international relations, clarifies characteristics, roles and forecasts future development trends of cultural diplomacy in contemporary international relations. The dissertation also analyzes policies and realities of cultural diplomacy activities of some countries since the end of the Cold War such as France, America, China and Korea.

The dissertation has analyzed the process of foundation and development, as well as the achievements and limitations of cultural diplomacy of Vietnam since the end of the Cold War, especially since it was officially recognized as one of the three pillars of the modern diplomacy of Vietnam at the 25^th National Conference of Diplomatic service in 2006. The dissertation gives some recommendations to further promote and enhance cultural diplomacy of Vietnam.

The dissertation can be used as a reference document in teaching and research on cultural diplomacy. At a certain level, the results of the dissertation can be used as a reference literature for policy makers and implementers and/or executors of national policies and strategies on cultural diplomacy to enhance the effectiveness of cultural diplomacy of Vietnam in future./.
