An ninh dầu mỏ là một bộ phận cấu thành của an ninh năng lượng quốc gia, nhất là khi dầu mỏ đã trở thành loại hàng hóa đặc biệt không thể thiếu trong cuộc sống nhân loại, trong những năm gần đây vấn đề an ninh năng lượng, đặc biệt là an ninh dầu mỏ luôn trở thành vấn đề được đặt lên hàng đầu trong chiến lược phát triển của mỗi quốc gia.

Luận án đã phân tích, khái quát được cơ sở thực tiễn liên quan tới vị trí của ngành công nghiệp dầu mỏ của Việt Nam đối với sự phát triển của nền kinh tế. Bên cạnh đó, luận án cũng đã tập trung phân tích những tác động của tiến trình hội nhập quốc tế đến ngành công nghiệp dầu mỏ của Việt Nam dưới góc độ nghiên cứu về quan hệ quốc tế.

Luận án đã tổng hợp được và phân tích làm rõ được vai trò của an ninh dầu mỏ trong việc tăng cường và củng cố lợi ích quốc gia của Việt Nam, trong đó nhấn mạnh tới vị trí của dầu mỏ đối với mục tiêu tăng trưởng và phát triển kinh tế, đảm bảo an ninh năng lượng quốc gia, bảo vệ chủ quyền quốc gia trên biển và thúc đẩy hội nhập quốc tế.

Luận án đã đưa ra những phân tích, đánh giá về quá trình Việt Nam tham gia đầu tư vào các dự án khai thác dầu mỏ ở nước ngoài với mục tiêu vừa đảm bảo an ninh dầu mỏ của đất nước, vừa mở rộng và tăng cường thúc đẩy tiến trình hội nhập quốc tế cả chiều rộng lẫn chiều sâu.

Trên cơ sở trình bày thực trạng đảm bảo an ninh dầu mỏ trong quá trình hội nhập quốc tế của Việt Nam giai đoạn 1995 - 2017, luận án đã nêu ra được những thành tựu quan trọng, chỉ ra những mặt hạn chế, đề ra một số giải pháp và khuyến nghị cho Việt Nam để đảm bảo an ninh dầu mỏ trong tiến trình hội nhập quốc tế đến năm 2030. Những giải pháp và khuyến nghị này đều có tính thực tiễn và khả khi cao.

Luận án có thể dùng làm tài liệu tham khảo trong giảng dạy và nghiên cứu về một số chuyên đề liên quan tới an ninh phi truyền thống (như vấn đề an ninh năng lượng, an ninh dầu mỏ…) trong lĩnh vực quan hệ quốc tế. Ở một mức độ nhất định nào đó, kết quả nghiên cứu của luận án có thể sử dụng làm tài liệu tham khảo cho các nhà hoạch định chiến lược và thực thi chính sách về đối ngoại và hội nhập quốc tế của Việt Nam trong những năm tới.

FINDINGS OF THE DISSERTATION

Oil and gas security forms an essential part of national energy security, especially when oil and gas has become indispensable products in human being’s daily lives. In recent years, energy security, particularly oil and gas security, has been given the top priority in the development strategies of each nation.

This dissertation provides key practical indicators to evaluate the role of the oil and gas industry in the economic development of Vietnam. It also focuses on analyzing, through the lens of international relations study, the impact of international integration on the oil and gas industry of Vietnam.

The dissertation synthesizes and clarifies the role of oil and gas security in promoting and reinforcing national interests of Vietnam. It highlights the contribution of the oil and gas sector to the country’s economic growth and development, national energy security, national sovereignty at sea and further international integration.

In analyzing certain investment projects of Vietnam in overseas on oil and gas exploitation & production, the dissertation explores the strategy of Vietnam in ensuring national oil and gas security and concurrently in strengthening its comprehensive international integration process.

The dissertation identifies the main achievements and drawbacks of Vietnam’s practices in ensuring oil and gas security during its international integration process from 1995 to 2017. It also proposes highly practical and feasible strategies for Vietnam to ensure oil and gas security in its international integration process until 2030.

The dissertation can be used as a reference material for certain training subjects related to non-traditional security issues (such as energy security or oil and gas security, etc.) or international relations studies. To a certain extent, strategy planners and policy executors can refer to the findings of this dissertation to inform their decisions on the foreign affairs policy and the international integration process of Vietnam in the coming years.
