TÓM TẮT NHỮNG ĐÓNG GÓP CHÍNH CỦA LUẬN ÁN

Trên thế giới đã có nhiều công trình nghiên cứu về Hội đồng Bảo an Liên hợp quốc. Tuy nhiên, ở Việt Nam các công trình nghiên cứu về Hội đồng Bảo an và về vai trò của các Uỷviên không thường trực trong Hội đồng Bảo an không nhiều. Việt Nam đã đảm nhiệm thành công vị trí Uỷ viên Không thường trực Hội đồng Bảo an Liên hợp quốc (HĐBA LHQ) nhiệm kỳ 2008-2009 và đang vận động và chuẩn bị ứng cử nhiệm kỳ 2020-2021.

Việc nghiên cứu toàn diện về về quá trình ứng cử và đảm nhiệm vai trò là UVKTT HĐBA nhiệm kỳ 2008-2009 của Việt Nam là rất cần thiết trong bối cảnh hiện nay, trên cả hai phương diện khoa học và thực tiễn.Trên thực tế, hiện nay chưa có một nghiên cứu nào ở cả thế giới và Việt Nam đi sâu nghiên cứu một cách toàn diện và hệ thống về quá trình Việt Nam vận động ứng cử và đảm nhiệm vị trí UVKTT HĐBA nhiệm kỳ 2008-2009.

Kết quả nghiên cứu không chỉ có ý nghĩa từ góc độ học thuật như là cung cấp và bổ sung nguồn tài liệu, phục vụ cho việc nghiên cứu và giảng dạy về quan hệ quốc tế và chính sách đối ngoại, mà nó còn hữu ích cho quá trình hoạch định chính sách đối ngoại của Việt Nam nói chung và đối ngoại đa phương nói riêng.

Nghiên cứu này vừa có giá trị lý luận đóng góp vào các mạch lý luận hiện có về việc theo đuổi lợi ích quốc gia dân tộc và xây dựng bản sắc quốc gia thông qua công cụ đa phương qua trường hợp cụ thể của Việt Nam; vừa có giá trị thực tiễn phục vụ trực tiếp công tác hoạch định và triển khai thực hiện kế hoạch vận động và ứng cử nhiệm kỳ UVKTT HĐBA 2020-2021 nói riêng, chiến lược hội nhập quốc tế và chiến lược đối ngoại của Đại hội XII nói chung.

FINDINGS OF THE DISSERTATION

There have been studies on the United Nations, the United Nations Security Council and Viet Nam's policies, they are mainly limited to the introduction to United Nations, the Security Council and potential areas of cooperation between Viet Nam and the UN. Moreover, not many comprehensive, detailed, in-depth and comprehensive studies on Viet Nam's position in the UN Security Council's 2008-2009 term can be found, especially those on Viet Nam’s policies in this period and the process from the election campaign to the implementation of the membership upon Viet Nam’s winning of the seat.

Therefore, a comprehensive study on Viet Nam’s candidacy process and the UNSC non-permanent membership in the 2008-2009 is critical under the current context, both in terms of scientific and practical aspects. In fact, there has been no international or domestic comprehensive and systematic study on Viet Nam’s candidacy and membership of the UNSC in the 2008 - 2009 term.

The study shall identify success factors in the candidacy process and UNSC non-permanent membership for the 2008-2009 term of Vietnam. At the same time, the study also analyzes the difficulties and limitations in the process in order to draw lessons for the preparation for the second term of Viet Nam in 2020-2021if Viet Nam wins the seat.

The dissertation findings are not only significant from the academic perspective, to provide and supplement resources for research and teaching in international relations and foreign policy, but also meaningful for Viet Nam’s foreign policy making in general and multilateral foreign policy making in particular. This study has theoretical contribution to the existing theories on national interest pursuing and national identity building through multilateral instruments in the Vietnamese context; and it also brings about a practical value in the preparation and implementation of the candidacy campaign for the 2020-2021 term in particular, the international integration strategy and the foreign strategy of the 12th Party Congress, in general.
